Partial Hospitalization in Memphis: How Day Treatment Actually Works Here
Partial hospitalization sits in an awkward spot for most Memphis families. It is more demanding than weekly counseling and less disruptive than a residential stay, which sounds ideal until you look at the calendar. A partial hospitalization program (PHP) usually runs five or six hours a day, five days a week, for two to four weeks. In a county where a single cross-town trip on Poplar Avenue during rush hour can eat 45 minutes each way, the schedule is the deciding factor as often as the clinical fit is.
We at TreatmentTennessee.com built this page for people comparing Memphis day treatment options against each other, not for people deciding whether treatment is worth pursuing. The listings above show which Shelby County programs operate at this level of care. The sections below cover what the local data says about demand, what the schedule and geography demand of you, what it costs in 2026, and where PHP in Memphis tends to work poorly.
What Counts as PHP, and What Does Not
Memphis providers use several names for the same level of care: partial hospitalization, day treatment, day hospital, or PHP. Medicare defines it as a structured outpatient program delivering a minimum of 20 hours of services per week as a substitute for inpatient psychiatric care. The American Society of Addiction Medicine places the equivalent substance use level at 2.5, which its 2023 fourth-edition criteria renamed High-Intensity Outpatient Services.
That 20-hour threshold matters practically. Programs marketed as “day programs” that meet three days a week for three hours are intensive outpatient (IOP), not PHP, and they bill differently. If a Memphis facility quotes you a schedule under 20 hours weekly, ask whether the admission is being coded as PHP or IOP, because your deductible and daily coinsurance follow the code, not the marketing.
Bar lengths reflect the upper end of each range. Medicare sets the PHP floor at 20 hours per week and the IOP floor at 9 hours per week.
The Shelby County Numbers Behind Local Demand
Shelby County publishes overdose surveillance more frequently than most Tennessee counties. The Health Department’s Bureau of Epidemiology and Infectious Diseases receives preliminary reports from the West Tennessee Regional Forensic Center and posts provisional death and emergency department summaries on a weekly MMWR schedule. That cadence gives Memphis families something residents of smaller counties rarely get: near-current local numbers rather than state averages from two years ago.
Two things follow from this data for anyone weighing day treatment. First, the national decline in overdose deaths has not eliminated local risk, and provisional county counts move week to week; treat any single figure as a snapshot. Second, Tennessee did not expand Medicaid, and Shelby County carries a disproportionate share of the state’s uninsured residents. That combination shapes who can realistically access a 20-hour-per-week program here and who ends up in a lower-intensity alternative by default.
A note on how we read local data. Provisional overdose counts are revised as toxicology and death certificates are completed, so a week-36 figure will not match the final annual number. We link to the source pages rather than republishing static totals, so you can check the current week yourself before drawing conclusions.
Geography Decides More Than People Expect
Memphis behavioral health capacity is not spread evenly across the county. It clusters in four areas, and which cluster you live near will influence your daily commute more than any brochure.
The Memphis Medical District, bounded roughly by Union Avenue, Poplar Avenue and Danny Thomas Boulevard, holds Regional One Health, Methodist University Hospital, the Memphis VA Medical Center on Jefferson Avenue and the University of Tennessee Health Science Center. Northeast Shelby County, near the Brunswick Road and Stage Road corridors in Bartlett, holds the metro’s largest freestanding psychiatric campus. The Getwell Road and Park Avenue area in southeast Memphis holds a specialty hospital with day programming. East Memphis, along the Poplar corridor between Perkins and Kirby Parkway, holds several satellite outpatient offices.
If you live in Whitehaven or Frayser and the program you want is in Bartlett, you are looking at an I-240 to I-40 commute twice a day for three weeks. That is roughly 15 round trips. People underestimate this and drop out in week two. Ask the intake coordinator for the exact daily start and end times before you accept a bed, then drive the route once at that hour.
Memphis Area Transit Authority service has contracted since 2024. The agency cut routes amid budget deficits, and further frequency and end-time adjustments took effect in May 2026. Buses converge on the William Hudson Transit Center downtown, which means a trip from South Memphis to a Bartlett program often requires a transfer and a long headway.
Before enrolling, confirm three things: whether the program provides transportation, whether it will document medical necessity for MATA Plus paratransit if you qualify, and whether it offers a telehealth option for days when transit fails. Some Memphis PHPs do provide vans within city limits; many do not.
What Memphis PHP Costs in 2026
Partial hospitalization is billed per day, not per service. Once the daily service threshold is met, one allowed amount covers the day. That structure makes PHP easier to estimate than residential treatment, where per-diem rates and ancillary charges vary widely between Memphis facilities.
Medicare rates are the clearest public benchmark, and Memphis programs negotiate commercial rates in relation to them. For calendar year 2026, the national base per diems are set out below. These figures are adjusted by local wage index, so the amount a Memphis hospital actually receives will differ modestly.
CMHC rates are set at 40 percent of hospital-based rates under the CY 2026 OPPS final rule. Under Medicare Part B, beneficiaries owe any remaining deductible plus 20 percent coinsurance per day.
Run the arithmetic before you enroll. A 15-day hospital-based PHP episode at the four-service rate produces roughly $6,300 in allowed charges. With Medicare Part B coinsurance at 20 percent, that is about $1,250 out of pocket before any supplement applies. Commercial plans in the Memphis market often negotiate per diems in a similar range, and self-pay quotes from local programs commonly land between $250 and $650 per day depending on whether the program is hospital-based or freestanding.
TennCare and BlueCare coverage of Memphis day treatment
TennCare covers behavioral health services through managed care organizations, and PHP-level services generally require prior authorization with documented medical necessity. Because Tennessee did not expand Medicaid, adults without children, without a disability determination and without a qualifying category are frequently ineligible regardless of income. That is the single largest access barrier in Shelby County.
If you are enrolled, confirm which MCO you have before calling programs, and ask the facility whether it holds a contract with that specific MCO rather than with TennCare generally. Contracts differ.

Commercial plans, employer coverage and parity
Blue Cross Blue Shield of Tennessee holds the largest commercial share in the Memphis market, with Cigna, Ambetter, UnitedHealthcare and Aetna also present. Federal parity law requires that limits on behavioral health benefits be no more restrictive than comparable medical benefits, but parity does not prevent utilization review. Expect concurrent review every few days during a PHP stay.
Ask the program’s benefits coordinator for a written estimate that names the CPT or revenue code being billed, the negotiated per diem, and your daily cost share. A verbal quote is not enough.
Veterans and military families in Shelby County
The Memphis VA Medical Center on Jefferson Avenue anchors veteran behavioral health for West Tennessee, eastern Arkansas and northern Mississippi. Veterans who cannot access timely VA care may qualify for community care referrals to a local program. TRICARE beneficiaries connected to Naval Support Activity Mid-South in Millington have separate authorization rules.
If you have no coverage at all
Tennessee’s Department of Mental Health and Substance Abuse Services contracts with community organizations to deliver treatment for residents with the greatest need and least ability to pay, funded partly through the federal SUPTRS block grant. Shelby County’s safety-net behavioral health provider operates crisis and outpatient services and is the usual entry point for uninsured adults seeking day treatment locally.
Also ask hospital-based programs about financial assistance policies. Nonprofit hospitals in Memphis are required to maintain them, and staff do not always mention them unprompted.
Advantages and Disadvantages of Choosing Memphis
- Real choice of PHP settings. Hospital-based, freestanding psychiatric and community mental health options all exist within Shelby County, which is not true in most of West Tennessee.
- Same-metro step-down. You can often move from detox to PHP to IOP within one organization, which reduces the paperwork gaps where people disengage.
- Academic medical infrastructure. UTHSC residency programs and teaching hospitals mean psychiatric prescribing capacity is deeper in Memphis than in surrounding counties.
- Timely local surveillance data, which helps providers and families understand what is circulating in the local drug supply.
- Coverage gap. Tennessee’s Medicaid rules leave many low-income Memphis adults ineligible for TennCare and ineligible for marketplace subsidies.
- Transit fragility. Route reductions and long headways make a five-day-a-week schedule genuinely difficult without a car.
- Uneven geographic distribution. Capacity concentrates in the Medical District, Bartlett, East Memphis and the Getwell corridor, leaving north and southwest Memphis underserved.
- You stay in the same environment. PHP does not remove you from the people, places and routines connected to substance use, which matters if home is unstable.
Who Memphis PHP Suits, and Who It Does Not
Our TreatmentTennessee.com directory lists programs by level of care, but level of care is only half the decision. The other half is whether your circumstances match what PHP assumes about you.
- People discharging from an inpatient psychiatric unit or medically supervised withdrawal who still need daily clinical contact.
- People with co-occurring depression, anxiety, PTSD or bipolar disorder alongside a substance use disorder, where medication adjustment needs frequent monitoring.
- Parents and caregivers who cannot leave Memphis for 30 days but can commit weekday hours.
- People with stable housing, a working vehicle or reliable rides, and household members who are not actively using.
- Anyone still in acute withdrawal or needing 24-hour medical monitoring. Withdrawal management comes first.
- People without stable housing. Sleeping in an unsafe setting undermines a program that ends at 3 p.m.
- People who cannot secure weekday coverage at work. Ask about FMLA and evening or virtual alternatives before assuming PHP is impossible.
- Anyone with active suicidal intent or a recent attempt, who needs a higher level of care assessed immediately.
If you or someone you know is in immediate crisis, call or text 988 to reach the Suicide and Crisis Lifeline, or go to the nearest emergency department. Tennessee also operates the REDLINE at 800-889-9789 for substance use referrals. Directory listings are not a substitute for emergency assessment.
Verifying a Memphis Program Before You Commit
Licensure and accreditation questions worth asking
- Is the facility licensed by the Tennessee Department of Mental Health and Substance Abuse Services, and for which specific service categories?
- Is it accredited by The Joint Commission or CARF International, and when was the most recent survey?
- Who provides psychiatric oversight, how often will you see that prescriber, and is that person on site or remote?
- Does the program prescribe or coordinate medications for opioid use disorder, or does it require you to obtain them elsewhere?
Logistics questions specific to Memphis
- Exact daily hours, and whether the program runs five, six or seven days a week.
- Whether transportation is provided, and to which ZIP codes.
- Whether meals are included, since a six-hour day without food becomes a hidden daily cost.
- What happens on days when weather or transit failure prevents attendance, and whether missed days affect authorization.
- Which IOP or outpatient program you will step down to, and whether that program is at the same address.
Financial questions to settle in writing
- The negotiated or self-pay per diem, and how many days are currently authorized.
- Whether physician services are billed separately from the facility per diem.
- Whether laboratory and toxicology testing is included or billed by an outside lab.
- Whether the facility offers sliding-scale fees or charity care, and what documentation is required.

Commuting from outside the city core is common, particularly for programs in the eastern suburbs. Compare listings in Bartlett, Germantown, Collierville, Arlington and Lakeland, or widen the search to Shelby County and West Tennessee. Families in Tipton County sometimes find shorter drives to Covington or Munford than into the city.
Before you choose, contact at least three programs directly, confirm current insurance contracts rather than relying on any directory including ours, verify licensure and accreditation, and ask each program the same set of questions so the answers are comparable. Our TreatmentTennessee.com listings are a starting point for that comparison, not a recommendation of any single provider.
A Note on Language
We follow the National Institute on Drug Abuse guidance on terminology throughout TreatmentTennessee.com. Words shape how clinicians, employers and families respond to a person seeking care, and stigmatizing terms measurably reduce the likelihood that someone stays in treatment. If a Memphis program’s intake materials describe patients in dismissive terms, that is worth noticing.
